    of participation. Most Americans couldn't name their state rep if you held a gun to their head and demanded it. An awful lot of Americans don't even know what their local government is...if they are homeowners they may be aware of what city or county they pay property taxes to, but very few people outside of major cities (or maybe really small towns) have any idea about their local government. In our local city elections we're lucky if we get as many as 20% of people to vote for mayor...if it's just city council, turnout runs closer to 10%.
