    That Margolis "couldn't rise above" the corruption places him in the role of victim.

    Nonsense.

    Margolis has, for a long time, played the inside game. He's a PLAYER, not a victim. He gets PAID to protect criminals. He didn't downgrade the results of the current investigation because he succumbed to the "corrupting influence" or the protective culture; rather, he IS the corrupting influence who has FOMENTED the current protective culture.

    It's Rowley who understandably knows how the corruption works, looking in from the outside, but she implies, like the mother of a criminal, that Margolis is "really a good boy who doesn't have a mean bone in his body." By equivocating, Rowley actually contributes the the problem.
