    During the 2009 elections in WA state where there were two statewide ballot measures (domestic partnership rights and TABOR) and significant local races (Seattle Mayor, King County Executive), youth organizations (including the Washington Bus) and campaigns focused on turning out young people in the off-off-year.  The result was almost identical to OR: 23.5% turnout.
