    We do have a broadband availability problem in some locales, and an affordability issue almost everywhere.  But many more people give other reasons for not having broadband.  The Pew Internet and American Life Project and other researchers find that non-adopters say they're not interested in anything on the Internet, don't have a computer, or have some difficulty using the Internet.  Many in the last category are people with disabilities.

    Bottom line: good programs that show consumers the benefits and help them get on board will do more to increase usage than purely geographical build-out programs will do.
