    but the reason for the Republican congressmen is that downstate Illinois is quite red (and the suburbs still vote for Republican congressmen).

    Moreover, all the Democrats are inefficiently located in Chicago. In effect, you have a lot of Democratic districts which vote 80-20% Democratic and Republican districts that go around 60-40% Republican.

    Given that, 12-7 is not that bad.
