Give and take, that sort of thing. If something is unbearable, like what you described in your comment, by all means, get the problem fixed. However, if it's just a minor inconvenience, why worry about it? All I'm saying is that there are more civil ways to handle someone who's large, but not causing any issues.

      That is an issue.

There are really two solutions to the problem:

      1. Have the guy sit in a different seat, preferably one where there are two empty seats. Of course, this is not practical on many flights nowadays.
      1. Have the person pay for two seats.

Granted SWA probably handles this situation poorly, by just calling out people, but I don't think many people are going to buy 2 seats voluntarily. I also don't think they are going to have people step on a scale or enter their BMI before they buy a ticket on the website.

BTW the situation I described was pretty much my last flying experience. So it's not theoretical.

to be inconvenienced (i.e., give up a portion of his seat) so that person 2 doesn't have to buy an extra seat.

Doesn't that mean that person 1 is subsidizing person 2?

What if person 1 wants what he paid for -- a full 18 in seat?  Can the airlines FORCE him to subsidize person 2?  Do the airlines have to refund person 1 a portion of his airfare to compensate him for not getting what he paid for?  Does person 2 have to pay that compensation?
