    ...and acquitted Clinton.

    Impeachment was the House's fault. And because of its more sensible rules, the House, while extraordinarily partisan and polarized, still functions well.

      that the House Speaker having all the power on what bills reach the floor and in what form you can say it functions well.

        It passes bills. And by and large it's able to do what a majority of House members wants.
