I'm not well-versed enough to say, but I will say that it should be an American model.  Many concepts of Social Democracy work fine here and should be expanded (health care is an example of an area that is already single-payer for some, our veterans), but America has an unusual political and economic culture that tends to be hostile towards anything perceived as a "giveaway".  I believe the most effective American welfare system would focus more on education and service-opportunities, with disability payments and unemployment insurance being expanded.  Such an effort could even be used to "hijack" a Republican "welfare reform" effort into a good cause.

Once again, Pi is responsible for errors.
