    School drop-out rate is over 70%.

    Now, all day today I saw diaries referring to President Obama's new initiative to keep kids in school.  I didn't check out the official announcement - does anyone know whether the initiative extends to reservations?  My guess is no.  What an abomination.

      I'm not being argumentative here, or trying to start a fight, just asking out of ignorance.

      Someone else pointed out reservations are sovereign territory, so wouldn't he have to work in conjunction with the tribal leadership and have them implement any such policies?  Perhaps offer specific funding pools they could access to pay for it?  (As if they weren't already in need of essentially disaster relief for so many other reasons already, sigh.)

      I don't even know where to go to find out how tribal powers and US federal powers interact.  BIA website, maybe?

        Bureau of Incompetence and Arrogance?  (Only one of the many definitions of the acronym that I've heard over the years.)

        Actually, yes, President Obama can make this a priority and steer resources in that direction.  We are sovereign entities, but here's what the feds generally think of tribal sovereignty:  We're sovereign when it's convenient for them (e.g., when it might otherwise cost them money) and not sovereign when it's not (the rest of the time).  

        Sovereignty is complex, and it's not an either/or situation.  But the feds and the states are always trying to chip away at our sovereignty, and then they try to use it as a shield wherever they actually have a responsibility to help the tribes.
