    but I was listening to the recent Charlie Rose interview of Evan Bayh.  Bayh said something that was illuminating concerning the perspective the Washingtonian government has.
    He was talking about health reform and said (paraphrase):
    98% of the voters have health insurance, and their concern is only about cost.
    The federal government is not a compact among the states.
    Nor is it a government of the voters alone.
    The federal government is governs all the people, that is the meaning of popular sovereignty.
    And popular sovereignty is an idea whose time has come.  It means the people are sovereign.
    Not corporations.
    Not lobbyists.
    If the government does not govern all the people, and if, in turn, so many of the people are ungovernable (read Beckheads), then the national structure has failed.
    We became an empire, and that has been our poison pill.
