    I know no teacher who takes no responsibility for his/her own performance.  Sure the administrators have responsibility for poor teacher performance- so do the teachers themselves.  Do the teachers have a say in what is taught and how?  You bet they do.

    Using your seagoing analogy, if the seaman doesn't operate the bilge pumps and the ship sinks I think we ought to blame him as well.

      You fire a teacher for their individual failings. You fire the Superintendent or whoever runs the the school system if you have to close a school for poor performance.

      If you are older than 55, never take a sleeping pill and a laxative at the same time!

      in the students getting a quiet place to study at home and getting parents to insist that they do so?  Do teachers have a say in what the parents do at home and how often they are even at home?  Do the teachers have a say in the behavior of the students after leaving school and their bedtimes before the next school day?

      No.  Do these factors contribute heavily to a student's success or failure in school.  Yes.

        The job of teacher is not an easy one.  Believe me I know from personal experience ( though I'm not a teacher).  The toughest challenge is all of the factors outside of your control.  The problem I see is this- a school and the staff of that school need to work to full capacity to maximize their performance.  Schools are huge bureacracies.  Part of that bureaucracy is the administration, part is the union.  If the teacher response to non-performance is to simply let the union negotiate money issues we get results that are not optimum.  If the best teachers take control of their unions we will get the best results.  I know the best teachers just want to teach- sorry, it's not that easy, as the latest disaster shows.
