      But procedure is procedure until it is changed.  When I run my club meeting, I can't sit there and say "As Chair, I think it's important policy to endorse a single payer bill, and since I don't think we have the 2/3 vote it takes for our club to endorse it, I am going to overrule procedure."  Nope.  This is a dangerous slippery slope.  The entire Congress is procedure - of how laws are made.  If a policy is important and it doesn't have the (majority) votes in Congress, should we just ramrod Congress and have the President institute it by dictate?

      What you are saying is ends justify the means.  I disagree.
