    Social security funds have been essentially embezzled - siphoned off into the general revenues and used to fund things like blowing up innocent people in the desert.

    The republicans know the bill is coming due, and are trying to hide their theft by claiming there is a deficit in social security, when the reality is that the "self-funding" war (remember the oil revenues?) is actually a dollar sucking demon, so there's no money in the till with which to pay back the money they stole.

      You're absolutely right about what's happened to the surplus Soc Sec payroll tax revenues in the past. But that won't happen for most of the next few decades, because as the Boomers retire the SocSec payroll tax revenues won't cover the promised benefits.

      To cover the coming deficit, the SSA trust fund will cash in its US Treasury bonds -- for dollars from general tax revenue. What I'm saying is to put carbon tax dollars into that fund of general tax revenue.
