The Kentucky 4th was redistricted after the 2000 census. The area where I live, northeastern Ky, was in a congressional district with southeastern Ky, which was democratic. After the redistricting, we were lumped with northern Ky, which is majority republican. However, Ken Lucas, a democrat, won a couple of terms. He decided not to run (he had run on term limits), and we got Davis. Lucas later came back to run for reelection, but Davis defeated him.  My area is majority democratic, and a democrat could win with a good showing here.
