    Build community intranets.  Keep tribal information on a local server, delivered wirelessly.  All the health, education,and community services, not to mention culture and history content, stored as clips as the core of the network.  

    Of course you'd be connected to the internet, but the question is how much?  How much do you want to be, as opposed to being more closely connected to each other?   A network that can deliver essential information services can serve most of that locally.

    As for the rest of the web?  People will still be surfing, but this is a community intranet.  It has its purposes.  Globalization wasn't a good thing for tribes in the first place.  Now the same technology can lead to tribes being able to reorganize and redefine themselves through wireless and network technologies.
