    profitably, but not profitably enough to be a current target for the big companies. Little local companies or municipalities sometimes try to build these projects, only to be obstructed by the telecom. Just because the telecoms are too busy to go after that fruit now, doesn't mean they want anyone else to get it. They'll get to you. Eventually. Maybe.
