        You see, the insurers selling on the exchange cannot exclude anone due to pre-existing condition. This is a grand bargain- insurers are forbidden from excluding anyone, in return, everyone is mandated to buy insurance.
        Now with the undocumented- they are exempt from the mandate. But if you turn around and let them buy at the exchange- now you have a problem. All the sick undocumented (who can afford to) will buy insurance at the exchange. All the healthy ones will stay away. The risk pool is skewed.
