    The culture comes from the leadership.

    Not confronting an atomosphere that intimidates and bullies women and gays does nothing to resolve the problem of intimidation and assault. Bullies only relent when someone stands up to them.

      the ranks in the culture and that they perpetuate it like the leaders before them.

        We are seeing a shift in the culture. Look at Mullen's smackdown today of CINCPAC (I know that's not the acronym any more, but I can never remember the new one). This was huge! He publicly rebuked a theater commander.

        I think the message is getting through to a lot of the brass that this change is coming. Period.
