    ...I do not understand your point.  My response was to nick, not to you, and you interjected.  Since I was not making a claim that RAWA should have been expected to co-author State's report, but rather responding to nick's amusing suggestion that RAWA was entirely unreliable, I fail to understand the content of your original response to me at all.
