    This effort should have taken no more than 4 to completion, even accounting for protests.  

    NOAA is a very small agency, a part of the Dept of Commerce.  Its job is specific - keep tabs on the oceans, the atmosphere and the fisheries.  MMS, of Interior, is responsible for NEPA studies leading up to decisions on leasing.  They are the agency tasked with leasing and regulation of oil and gas extraction.  

    In normal practice, NOAA would be a cooperating agency (along with EPA, USGS, F&WS, state governments) in preparation of "studies" regarding leasing, with MMS as lead agency.  They and the others would be responsible to develop any models needed, for review and approval of specific portions of NEPA documentation.

    Why the Bush administration avoided the established (and lawful) procedure is beyond me.  Note - in my past life I worked with all of the above, first as contractor, then as Federal employee, in the original East Coast leasing in the late 1970s.
