    I couldn't even begin to calculate the value of the volunteer hours in our district.

    My stopgap solution is, every time we fund or do something in our district, be it a book fair or science enrichment, we partner with another district to provide the same benefits to their students.

    It's not a solution, but it's at least something.

      stopping districts from raising money without offering real solutions is just driving those with money out to private schools, and thus a success for the republicans.  We need to be able to improve the schools on many levels, without destroying those parts that are working as intended.
      I'm guessing there's room for innovation at many levels that's not being looked at.  How about State wide school supply buying so that maximum pricing advantages could be found.  Or, maybe Obama could lead a federal program to hire workers to improve the infrastructure of schools, so that kids could take advantage of remote after hour remedial and/or extra credit programs.  Maybe guest lecturers from the local community.  Some of the "green innovation and training programs" could use school buildings as test beds to find optimum installations techniques.
