About 2 weeks ago I heard Clinton apologizing for passing NAFTA and had the gall to say that everyone thought it would help Haiti.  The first thing Clinton did after he passed NAFTA was to increase border security because he knew he was screwing the Mexicans and and the poor countries of Central America and they would soon be flooding into the US.  \

He also began work on the wall.  I do not believe he actually thought it would help the Haitians and Mexicans.  This coming from a guy that Time Mag called a "walking encyclopedia of public policy".  I do not believe Clinton did not know what kind of policies he was passing.  Robert Reich resigned from his administration (for passing welfare reform) and was someone he knew as a Rhodes scholar.  I am sure that Robert Reich could and would tell Clinton the effect of his policies.
