    because in the end, the senators stick together on this -- they know it's in their individual interest to do so.

    that's what makes the senate a particularly loathsome legislative body.

        I don't know, probably because somebody told him to get the fuck into line. In any case, I only meant that Dem holds don't necessarily get ignored/overridden when the republicans have the majority. Mostly, though, they simply didn't abuse it to the extent that the Pubs have been doing, ever since Jesse Helms decided to hold Clinton's court hostage to something or other -- Cuban policy, i think.
