    especially for that category who went from AGI of 524 Billion in 1992 to $1,337 Billion ($1.377 Trillion) in 2000.  

    More of their income was falling into the top brackets so their effective rate was higher.  

    The recession and financial collapse will probably bring their effective rates down for 2008 and 2009.  

    I'd still like to find effective tax rate analysis for periods before 1980.

    It's 'redistribution' whether it happens before or after the money is made and whether it goes up to a small group or down to a larger one.
