    there's a big fight among environmentalists whether the Clean Air Act or the new bill will provide a better way to regulate greenhouse gases.  The CAA wasn't written with carbon in mind, because carbon wasn't seen as an issue in 1970.  It's not a good tool for carbon regulation.  The bill can be improved, but I'm not convinced that the Clean Air Act is necessary.

      I really don't want to see the effectiveness of the CAA diminished. I remember whole summers in New England when you couldn't see the sky - only a tan colored haze.

      From the late 60's to mid 70's, no sky at all, until clean air masses forced their way down from Canada in the autumn.

      I also remember vividly the first time the sky and the clouds came back to me - a big flock of birds winging across the early evening towers of amethyst-colored cumulus on the horizon.

      Since that moment, I've been a devout CAA believer.
