    BTW, this was just published a few minutes ago. EPA is announcing new GHG emission rules under the CAA, so they're not backing down. Good.

    IMHO, the CAA should be preserved & strengthened, and the bill needs to pass. The bill needs to pass.

      I've been told by too many people that CAA authority is a tradeoff.  Public anger over Oilpocalypse can be used to strengthen the bill re offshore drilling; however, if liberals demand CAA-or-no-bill, the bill may die.

      is to remind business that if this bill fails, then the EPA will supposedly step in, and that's exactly what business wants to avoid. The regulatory process is a lot less able to be affected by special interests (if the regulator really wants to do the job) than is Congress.

      Which is sort of a slap in Congress' face when you think about it.
