      He just said they wouldn't relent. I don't think there's any harm in a little optimistic speechifying. It's not the same as making a promise he can't follow through.

      It is possible that his administration can make the people "whole" again. The Gulf? Probably not so much, but that statement was directed at the people losing their livelihoods now. And not relent suggests "not stop trying." I think it's a nice sentiment.

        I would see something wrong with painting a rosier picture, but that statement left several words that were not at all rosy to contrast. I thought it was a good piece of writing is all.
