    deep water drilling at all. And we should require foolproof clean up methods be IN PLACE before allowing any kind of drilling ANYWHERE.

      from my diary yesterday:

      1. Replace current BOP designs with ones that might actually work.
      1. Require that the relief well be drilled simultaneously with the test well. Have both go down and meet above the oil bearing strata. Plug the relief well in a way that can be busted through quickly. Then, and only then, continue on to the oil bearing layers.


      I am not really expert enough to know if the second idea is practical in all cases. It will depend how far down the relief well has to go to be effective.

      From BP drawings, it looks like the relief wells in GoM are going to meet up pretty deep down. That may be so that they can inject a column of mud that is tall enough to outweigh the pressure.

      As we saw with topkill, the mud will initially go up (driven by the oil) rather than down.
