    The cloud obscures the main, higher-velocity part of the outflow.

    The wall of the pipe slows flow considerably for an inch or so. That friction/turbulence layer is what billows out to form the cloud.

    The center area for crude oil flow is more likely coming out a 60 or 80 m.p.h.

    A large gas bubble could come out at 200 m.p.h., easily.
