    Any citizen, police or not, has in most jurisdictions a limited right to detain a person he or she has seen committing certain sorts of crimes. Eyewitnesses can detain a robber and hold him for the cops, as a citizens' arrest if they actually saw him do it. Said citizen needs to get those cops called right quick, though.It's a limited right, varies from state to state, but still exists independently.
