    I believe there's another non-drilling option that'll be implemented.

    A storm at the well site will basically be the end of the cap plan, I don't think they can move the drill ship away without taking the cap off. So they're fabbing a manifold and floating riser they can disconnect for a storm and then come back to after the seas have calmed down.

    Hopefully that "overshot tool" will capture a higher percentage of the oil. BP's propaganda PDF shows how it's supposed to work on page 8. The pics on page 9 show the overshot tool being built, and it's big - much bigger than the caps.

    Also, they're thinking of using the Q4000 to suck oil up the same pipes they used to pump mud down for the top-kill operation. That should reduce the amount of oil reaching the cap, and hopefully they'll still be able to produce at least the same percentage of the smaller flow so less escapes.
