    is a good move for bp. Was this particular operation (Deepwater Horizon) a BP Americas venture to begin with or was it a BP PLC venture? Liabilty for this will rest with whomever the venture belongs not where the venture gets spun to after the fact. Additionally, while the subsidy will have primary coverage, the parent company can be held liable as well due to corporate directions coming from BP PLC. BP PLC would have to sell to a competitor to relinquish liability (think Union Carbine to Dow Chemicals). I could be wildly off base here but federal designation of liability and insurance liability is pretty straight forward stuff. It usually goes right to the top.
