    but if Obama can't make that argument now (maybe after the midterms), then noone will ever be able to make it.

      the Presidency as designed is to be The Executive. The action should be in Congress and at the state and local levels. State and Congressional leaders must start now, even at the risk of endangering their seats personally, to campaign on the true cost of oil and start running campaigns on it.

      I personally think that if the floor for gas was $4.00, and the difference between $2.75 and $4.00 were to be entirely designated to all current energy programs:

      tax rebates for home efficiency/generation
      tax rebates for 40 mpg and over cars
      trains for intercity and intracity transport
      new electrical grid
      wind/solar/tide farms
      public service ads for consumer changes
      war footing for energy independence

      that this is a winning platform for a winning state or federal candidate.
