    Jonathan Alter reports in his book The Promise. Alter describes many meetings of the President with military brass, where Obama repeatedly sent the brass back to do adequate homework to answer his questions/devise a plan. According to Alter, Obama took control and called the brass into account in ways that had not been done since Truman. President Obama got them to agree that even if the plan in AfPak was not successful, the July 2011 withdrawal would hold.

    Alter says that every other president since Truman had given rubber stamp approval to the plans of military brass. Obama did not. That impressed the hell out of me.

    Bascially, the Obama administration let the Pentagon continue to distance itself from civilian control, and they're operating as free agents almost.
