    The ship, that was trying to run a blockade, was being boarded.  

    Once a ship (that is planning to run a blockade) fails to stop, it is BECOMES a military target, and the people on it loose their non combat status.

    Refusing an order to stop or actively resisting visit, search or capture renders merchant vessels military objectives.

    I don't think Turkey wants to take responsibility for trying to run a blockade.

        I'm surprised the Israeli's didn't try that line on the Liberty.  "Anybody can go out and buy an American flag, that's why we attacked your ship."
