    had negotiations with BP?  If he is afraid that the state will get stuck with the bill, he should be talking to BP.  I really don't think that that is the problem.  

    As far as deploying Louisiana National Guard troops, Jindal could have done that at any time, without US government authorization.  The governor can deploy the troops on his own authority.  Why didn't he already do this, instead of complaining that WASHINGTON wasn't doing enough?  

    By the way, nothing I've seen says that the National Guard troops are all from Louisiana.  That would require Congressional approval to send them to Louisiana if they were from other states (Posse Comitatus Act, 1878).

    Why is he bitching when he obviously has not used the resources at hand, except to make it a political act?

      The other half of my question is why isn't anyone else asking this very question. And what is the true relationship between Lousisana, the federal government, and BP?
