    Petraeus used to a large effect in Iraq and for the most part reaped great successes through the tactic.

    What worked in Iraq is something far older than "coin", but the word "coin" is relevant:  baksheesh.  Enough baksheesh for a critical mass of the Sunni tribal chieftains to return to their traditional privileged positions.  It's a technique that may work in Afghanistan as well as long as no one feels the need to look too closely at what the local "commanders" do with the baksheesh once they get it.
