    ... or they came up with an algorithm that looked at the actual polling data and extrapolated it to what they thought the next poll would be.

    In which case, the blogsphere was actually reverse engineering their algorithm.

    And the motivation would have been profit - it costs far less to make numbers up than it does to call a few thousand people and talk to them.

    The inadequate is the enemy of the necessary.
