    The "surge" in Iraq was more than just an increase in occupation forces. It was also a construction project. Hundreds of sections of 12-foot concrete blast wall were thrown up to wall off neighborhoods in Baghdad, separating Shia from Sunni. The neighborhoods became "gated communities" with checkpoints at the entrances. This was an urban strategy and would be useless in rural Afghanistan.
