    Not without a change in the way the rules are written or interpreted. As things stand, all they need to do is speak for five minutes and then suggest the absence of a quorum, then repeat. You can't make anyone talk.

    But you can if you change the rules.

    But... you can't change the rules if you're afraid of changing the rules.

    So how do you propose we walk out of this situation?

      Starting with Rule 22 (8+ / 0-)

      cloture is an impossible hurdle allowing only corp. approved measures to squeak by.

      Waiting until the end of session to tinker with the rules may be "safer" just in case the "Gop take over" - (lions and tigers and bears oh my), that fear is no worse than today's reality: minority fucking up & watering down up all the efforts of the house.

      The Gop would and has (Frist 2005) used this strategy successfully, so fear of ending the misuse of the filibuster and the consequences that "might" follow has lost it's terror.
      The Senate is broken and working exactly the way the Republicans hoped.
      Plus the filibuster is only one line of defense against corrupt legislation produced by the Gop and their possible attempt at repeal of wanted laws: The Presidential veto; the house; SCOTUS
