    Maybe their editors assume their readers know that they consider any image on their cover an "illustration" rather than a news-carrying bit of journalism, and as such, is free game for manipulation?

    It's an interesting thought, but they really must be clear about it with some kind of obvious disclaimer if that's the case.

      consider this the disclaimer.
      I also note further that there is a very long comments thread on the magazines website on the leader and it seemed to me that it was exactly the narrative and the issue that was being discussed; it is not clear to me how understanding of the issue would have been different if the undoctored photo was used.
