    can mitigate cost in some cases, but it won't eliminate them.

    On top of actual cost is the opportunity cost of administrators having to take preciois time from more pressing matters to perform those procedures. (my wife was in a management position in a non-prof, and found that enormously frustrating.  She did a great job of documentation etal, the upshot of which was that it took a lot of time from doing the program portions of her job).

    All of this is to say that, while unions are great things, they do impose substantial costs on others.  People's antipathy towards them aren't arational signs of eeeeevil, but rational responses to those costs. (Saying the response is rational is not saying they're correct, mind you)
