    because can say that this is only BP's fault for poor safety, not a larger environmental issue.

    And the public, eager for someone to pin blame on, will buy that.

      As the cost of our dependence on oil.  It's a bit of an abstract idea and getting people to not only connect the dots, but really care about the big picture has never been successful in the long term.

      You have Earth Day, the river catching on fire and the EPA is born.

      You have some hot summers in 1988, 1989, and 1990 and the Exxon Valdez spill and there's a new Clean Air Act to cut down on acid rain and a push for curbside recycling.

      The changes are incremental and institutional, but deep down the concern for the big picture never seems to take root.
