    Is it really the Board that's buying the land or is it the General Land Office purchasing the land with PSF funds to lease to the charter schools?  

    I ask this because that's two very different issues.  The GLO is tasked by the constitution to use revenue generated from real estate and mineral exploitation to generate revenue for the PSF.  If PSF funds are being expended for a real estate purchase that adds to the land banked in the PSF and must turn a profit for the fund.  

    Because if the Board is doing it, it's a boondoggle and might not even be constitutional, but if it's the GLO doing it, it's like because the PSF fund managers smell increased revenue for the fund.  

    It's very difficult to get the GLO to sanction PSF real estate purchases and leases that don't make money.
