    This is a huge step in the right direction.

    In addition to the crack/powder sentencing disparity changes, I like this:

    (2) there is an additional reduction of 2 offense levels if the defendant--

    (A) otherwise qualifies for a minimal role adjustment under the guidelines and had a minimum knowledge of the illegal enterprise;

    (B) was to receive no monetary compensation from the illegal transaction; and

    (C) was motivated by an intimate or familial relationship or by threats or fear when the defendant was otherwise unlikely to commit such an offense.

    As well as the new drug courts study, suggesting that if those programs have been proven successful, they may be widened.  For anyone interested, here's a brief description of US drug courts from wikipedia:

    Drug courts are judicially supervised court dockets that handle the cases of nonviolent substance abusing offenders under the adult, juvenile, family and tribal justice systems. Drug courts operate under a specialized model in which the judiciary, prosecution, defense bar, probation, law enforcement, mental health, social service, and treatment communities work together to help non-violent offenders find restoration in recovery and become productive citizens. In the USA, there are currently over 2,140 drug courts representing all fifty states...

    They are much better than traditional courts for handling nonviolent drug offenders IMO (also from wikipedia):

    Recidivism rates for offenders who have graduated from drug courts have been consistently proven to be lower than recidivism rates of offenders who did not take part in a drug court program. The average recidivism rate for those who complete drug court is between 4% and 29%, in contrast to 48% for those who do not participate in a drug court program.'
