    noteworthy about this proposal.

    And that's the problem. The notion that the role of government is to invest in private projects has infected everything in our society, even our foreign aid. If we can make for-profit businesses nervous about political blowback from being associated with these kinds of schemes, that's a huge victory. If we can make politicians think twice about spending public dollars on private interests, that's a huge victory.

    It will take a lot to undo the Reagan-Bush era, and there's a lot about the West's approach to foreign we need to rethink. This endeavor by USAID isn't unique; it typifies the challenge. I say making a hubbub about it is a step in the right direction.
