I am wondering if a restructuring of Girl Scouts for high school age students is needed, along with a strong PR push to announce the female version of Eagle Scout.

Without that title of transformation, that "becoming", then yes, I do think it belittles young women as their efforts have no meaning to the general population outside of girl scouting.

Girls tended to drop out of scouting when boys are working on making Eagle scout rank. I'm sure boys do drop out as well, but could it be that they are aware their efforts would be better recognized on the soccer field or the debate team?
