    this is a meta rant.

    Like Congress would ACTUALLY pass such a Merit-based compensation Law --
    anyways


    That would take too much work,
    to hammer out the details,

    that THEY ALL could agree on!

      My guess is that like all federal government checks it has the signature of a government official (I think the Treasurer of the US). To sign your own paycheck, you need to own your own business, something I wish more members of Congress had experienced before being elected.
