    We don't have complete "highway neutrality."  There are HOV lanes and when police or emergency vehicles come along we are legally required to pull out of te way to let them pass.

    that's true as far as history goes.  But the wireless infrastructure that is developing, with digitized voice communication etc., absolutely is real-time by design.  So is VOIP, streaming video etc. on wired internet.

    Finally, I'll point out again that it's misleading to call this a "deal."  It's a legislative proposal.  It's perfectly legitimate to criticize parts of it, propose other legislative ideas, or simply to oppose any kind of regulation at all.  What doesn't seem legitimate to me are some of the characterizations of this "deal" and the mass freak-out over it.
