    A small group of people can in some cases have a discussion and decide on a course of action although it doesn't always happen. For a larger group it would be much harder and authority will need to be delegated. People will have to be extremely involved to control for abuse of authority and it rarely happens (Athens may be an example of it with all its flaws such as exclusion of slaves and women).

      It was run by a 'great man', Pericles for most of what is considered it's golden age. Afterwards it was demagogery by elites during the remainder of it's existence prior to Alexander.
